On October 1 st, 2023, the State of Maryland passed Senate Bill 293, Chapter 721, changing the term “inmate” to “incarcerated individual”. Reframing Correction and Rehabilitation is crucial for creating a more humane and effective criminal justice system.  Montgomery County Government has taken the step to transition from utilizing the term “inmate” to the use of "incarcerated individual” or I/I. Incarcerated individual (I/I) emphasizes the personhood of the individual rather than defining them solely by their incarceration. It is considered more respectful and less dehumanizing. This shift in language reflects a broader effort to prioritize human dignity within the criminal justice system and to avoid perpetuating stigma against those who have been convicted of crimes. DOCR Presents at the December 2025 MACo Winter Conference

Reentry is not a single moment, it’s a continuum. At the December 2025 MACo Winter Conference, Deputy Warden Kendra Jochum of Inmate Services, shared how the Montgomery County Department of Correction and Rehabilitation (DOCR) is strengthening reentry services from the inside out: by connecting education, workforce development, behavioral health care, substance use treatment, and community partnerships long before release. With increasing jail populations and longer lengths of stay, effective reentry is critical to public safety, community stability, and long-term outcomes. Through collaboration across government agencies, nonprofits, employers, and volunteers, DOCR is building systems that focus on access, opportunity, and continuity of care beginning from intake through release and beyond. DOCR Responds to Statewide Psychiatric Bed Shortage

Montgomery County DOCR's Director Ben Stevenson spoke with ABC7- WJLA about the ongoing shortage of psychiatric hospital beds within the Maryland Department of Health system and its impact on local detention centers. DOCR continues to see an increase in individuals entering custody with acute mental health and complex medical needs, with more than 50 individuals at any given time awaiting hospital placement for periods ranging from three to eight months. Despite these challenges, the department remains focused on strengthening care through coordination with MDH, expanded treatment and engagement efforts, Crisis Intervention Training for staff, facility safety improvements, and continued advocacy for additional resources to better support individuals in custody.

Montgomery County, MD Government proudly hosted the 64th Annual Veteran’s Day Observance in Bethesda on November 11th, honoring the courage and sacrifice of our nation’s heroes. The ceremony brought together community members, leaders, and veterans to reflect on service and commitment to country. We were honored to have the DOCR Honor Guard present, paying tribute with dignity and respect as part of this meaningful tradition.

DOCR Awarded $112,699 in Grants to Enhance Computer Labs for Incarcerated Individuals

The Department of Correction & Rehabilitation (DOCR) was awarded a $112,699 Maryland Computer Labs Program (CLP) grant funded by the Maryland Department of Housing and Community Development. These grants will facilitate the enhancement and creation of cutting-edge computer labs for both the Detention Services Division and the Community Corrections Division aimed at reducing gaps in access to devices and the Internet for Maryland’s most underserved population.
