On or about December 2, 2024, Montgomery County Department of Transportation (MCDOT) will modernize the payment system in four surface lots in Wheaton: Blueridge-Hickerson Lot (Lot 14), Price-Fern Lot (Lot 17), University Lot (Lot 33) and Ennalls Lot (Lot 34). The existing single space meters will be replaced with a pay by plate system. The hours of operation and rates will remain the same.
With the new system, customers estimate their duration and prepay at a centralized station with their license plate number prior to leaving for their destination. The centralized stations accept credit cards, unlike the existing single space meters. The centralized pay stations also accept coins and bills. Monthly and daily PCS Permits will continue to be available as well as mobile payment apps through Parkmobile and Passport. To use mobile payment, customers enter the seven digit zone number, enter your license plate, choose your duration and begin the session. The seven digit zone number for each lot is listed below:
On or about Tuesday, October 29, 2024, the Ennalls Lot (Lot 34) in Wheaton will be closed for two days. The temporary closure is needed to accommodate resurfacing the lot's asphalt.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin Stair Towers Expansion Joint waterproofing project at Auburn-Del Ray Garage (Garage 36) in Bethesda. The project starts on September 11, 2024 and is expected to be completed by the end of December 2024.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin its Fall washdown of all 21 County-owned parking garages in Silver Spring, Bethesda and Wheaton. The cleanings are scheduled to begin in the Bethesda garages on September 9, 2024 and end in the Silver Spring garages on November 3, 2024.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin Security, Painting and Safety Improvements project at Bonifant-Dixon Garage (Garage 5), Wayne Avenue Garage (Garage 60) and Town Square Garage (Garage 61) in Silver Spring.
The paint scope of work include areas by the Handicap logos, EV Charging logos, entrance/exit curbs and yellow post, marked walkways, walls affected by graffiti at each level, areas around the elevators, handrails by the bridge /by city mall (G61), pay station areas, elevators hoist way wall, concrete bollards, and different signs including stop, and directional arrows.
The contractor will conduct the painting work concurrently at each location during less traffic time to minimize a disruption at each garage. Mainly, G5 painting work will be conducted during nighttime. The project starts on May 28, 2024 and is expected to be completed by the end of July 30,2024 (weather permitting).
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin fire extinguisher pipe system painting project at Bonifant-Dixon Garage (Garage 5) in Silver Spring. There are three pipe systems that will be painted at this garage, the two pipe systems that run through two stairwells and one system that runs through the center of the garage. The project starts on May 15, 2024 and is expected to be completed by the end of June 2024 (weather permitting).
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin Sprinkler paint project at Capital Crescent Garage (Garage 31) in Bethesda. This project re-paint peeled sprinkler pipes particularly those pipes located G0 to G2. The project starts on May 20, 2024 and is expected to be completed by the end of July 2024 (weather permitting).
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin windows and glass cleaning of all County-owned parking garages in Silver Spring, Bethesda, and Wheaton from May 6, 2024, through May 17, 2024. Many of the elevators with glass hoist ways will be affected during the process, and some stairwells as well.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management will work on paint-striping work at Garage 7 (Cameron Second Garage) in Silver Spring. The first phase of this project will start on April 16,2024 and is expected to be completed on May 11,2024. First phase includes G and 1st levels.
Beginning on March 11, 2024, Lot 18 (Gist & Philadelphia Lot) in Silver Spring will be closed for approximately one (1) year. The lot will be used as a staging area for the construction of an adjacent cycle track. Customers in need of long-term parking can find ample availability at nearby Garage 4 (Fenton Street Village Garage).

The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin Brick Pavement Repairs at Wayne Avenue Garage (Garage 60) Vehicle Exit and Pedestrian Walkway from Monday, December 18, 2023 to Friday December 22, 2023. Contractor will close down one lane at a time during the repairs.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin windows and glass washings in all County-owned parking garages in Silver Spring, Bethesda and Wheaton. The washings will occur during the day and is scheduled to begin from October 16 through November 6, 2023.

On or about Saturday, July 8, Montgomery County-operated garages, parking lots and street meters in Downtown Bethesda and Silver Spring will begin charging for Saturday parking. The Saturday hours and rates will be the same as the existing weekday schedules. Sundays will remain free. Drivers will be able to purchase monthly parking passes valid for mornings, evenings and weekends. Signs alerting drivers of the new Saturday hours have been posted around Downtown Bethesda and Silver Spring parking facilities.

On or about June 9, 2023, the Woodmont Avenue Parking Lot (Lot 43) will permanently close. Plentiful short-term and ADA parking can be found at the Woodmont/Rugby Garage (Garage 35), St. Elmo Avenue Lot (Lot 8) and Cordell Avenue Lot (Lot 28). The lot is closing to accommodate redevelopment of the site into a mixed-use project including residential and retail uses. Click here for more information.
There will be construction activities from April 26 to May 28, 2023, in Lot 13 at 11219 Grandview Ave Wheaton, MD 20902 to improve lighting systems. This will impact access to the Grandview Ave. Pay station during the first two weeks.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management offers multi-day parking at select garages in Bethesda, Silver Spring and the Wheaton Parking Lot Districts. For more information on which facilities are available visit our Find Parking Page . In these garages, parkers may pay in advance for their desired, long-term parking of up to 14 days leaving their vehicle in place for the entire duration. Vehicles must not be parked in any spaces designated for duration limit (1-4 hour only). Payment in advance may be made using one of the County's partnered Pay by Cell vendors or by daily or monthly permits
Construction activities will take place in Cordell-St. Elmo Garage in Bethesda to address subsurface pipes and drains. Construction will start on March 20 and ends on April 20, 2023. This will impact Access to Pay station at and Elevators on the Saint Elmo Street side of the Garage.

On or about January 3, 2023, Montgomery County Department of Transportation (MCDOT) will change the payment system in the Metropolitan Garage (Garage 49) in Bethesda. The existing cashier system will be replaced with a gateless pay by plate system. The new system will operate like pay-by-space facilities where customers estimate their duration and prepay at a centralized station prior to leaving for their destination. Mobile payment will be available for the first time in the garage giving customers a contactless option. The hours of operation and PCS status will remain the same.

The elevators on the Edgemoor Lane side of the Metropolitan Garage (Garage 49) are undergoing repairs and are closed until further notice. The elevators nearest to Old Georgetown Road are operational.
On or about August 1, 2022, public use of the Woodmont Corner Garage (Garage 11) will be restricted to evening hours of 6pm - 6am, weekends and county holidays. The garage be unavailable to the public during weekday business hours of 7am - 6pm. Gates will restrict entry and exit during these hours. Hours requiring payment at Garage 11 will be on weekdays between 6pm - 10pm. Weekends and holidays will remain free of charge. Centralized pay stations and mobile payment are both available in the garage.
There is plentiful public off-street parking available nearby, including at Metropolitan Garage (Garage 49), Cordell - St. Elmo Garage (Garage 40) and Auburn - Del Ray Garage (Garage 36). Learn more.
Montgomery County continues to build on its recent successes in adding to the affordable housing stock by offering 18 County-owned properties for the development of affordable housing. The County invites the development community to submit letters of interest for development of the properties with affordable housing.
Beginning on or about April 25, 2022, the entrance and exit lanes on the Old Georgetown Road side of Garage 11 will be closed 9am-3pm, Monday-Friday until further notice. The Woodmont Avenue entrance and exit lanes will remain open. The closure is required to facilitate the installation of a mural on the garage's facade.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin its Spring washdown of all 21 County-owned parking garages in Silver Spring, Bethesda and Wheaton. The washings will occur on nights and weekends and scheduled to begin in Silver Spring garages on April 11, 2022 and end in Wheaton garages on June 17, 2022.
On or about April 1, 2022, MCDOT will begin the process of extending on-street operational hours from 6pm to 10pm in the Silver Spring and Wheaton PLDs. The new hours requiring payment for Silver Spring on-street meters will be 9AM-10PM, Monday-Friday. And the new hours requiring payment for Wheaton on-street meters will be 9AM-10PM, Monday-Saturday. The meters accept credit cards, coins and mobile payment
On or about March 1, 2022, MCDOT will open a new parking lot for public use, Lot 4. The lot is located at 906 Silver Spring Avenue in Silver Spring and is adjacent to Garage 4 (Fenton Street Village Garage). There are 24 long-term spaces available with mobile payment and PCS being the only payment methods. The zone number to begin a session is 2040001. The lot was recently acquired at no cost to the county.

Effective March 2022, The Montgomery County Division of Parking Management announces that Monthly PCS permits will be honored at the Metropolitan Garage 49 in Bethesda and Carpool permits will be honored at the Wheaton Market Garage 13 and Amherst Garage 45.
The Division of Parking Management offers several Parking Convenience Permits (PCS) to maximize the value and availability of parking within the Parking Lot Districts. Monthly, AM/PM, Carpool, and Daily permits are available for purchase via Online through the County webpage, In-Person at Parking Sales Stores, and via Mail-In Processing. Convenience Access Cards are available for specific garage use in Silver Spring and Bethesda.
When properly displayed on the vehicle, permits purchase in advance authorize that vehicle to park in the district for which it is issued without payment of the hourly fee at long-term metered spaces. Full refunds for returned permits are only allowable prior to the active month. Prorated refunds for Monthly permits are only allowable with the return of the permit. No refund is permitted for Carpool, AM/PM or Daily permits once the month or day requested has begun.

The existing pay on foot system will be replaced with a pay by plate system . The new system will operate like metered spaces where customers estimate their duration and prepay prior to leaving for their destination. Mobile payment will be available for the first time in the facility. The new hourly rate will be $1.50. The hours of operations and PCS status will remain the same.

The County Council adopted the parking rates as part of the FY2022 budget process. New parking rates at County-operated garages, parking lots and street meters will go into effect on or about Monday, January 3, 2022, and will be implemented in stages over the following months. Division of Parking Management will place information signs notifying the parking public at affected lots and garages in advance of the planned change.

On or about Monday, December 13, 2021, a portion of Garage 47 that has been closed to the public due to the on-going rehabilitation project will re-open. Approximately 130 parking spaces on the the eastern roof and the level immediately below the roof will be available to the public. The spaces are accessible via the pass-throughs on Levels 3 and 4 of the western portion of the garage. As with the other spaces in the garage, payment may be made at the Pay by Space kiosks located on the ground level, through mobile payment or by purchasing a PCS permit . The other levels that have been closed will remain so as work continues to be carried out.
MCDOT will reinstate the booting and towing parking enforcement program starting on Monday, Nov.1. MCDOT had suspended certain aspects of its parking enforcement program in March of 2020 to prevent hardship to customers impacted during the COVID-19 health crisis.
The Montgomery County Department of Transportation (MCDOT) Metropolitan Garage 49 has experienced a system failure that affects its Frequent Parker Access Card accounts. Access card readers have been disabled at this location, and customers are asked to pull a ticket and pay the cashier with cash or credit card. The balances of the accounts are safe, but cannot be used at this time. The Division of Parking Management is investigating a system recovery or refund options for these accounts.
On or about Monday, August 30, 2021, MCDOT will pilot a mobile payment only program on a section of Second Avenue in Silver Spring. Mobile payment allows visitors a contactless way to pay for parking by entering their zone number in the mobile app and then heading off to a destination without interacting with a meter. MCDOT has begun the process of installing 42 EV charging station wayfinding signs in Bethesda, Silver Spring and Wheaton. The signs will be located in and around public parking facilities that currently have EV charging stations. Wayfinding is a comprehensive signage system in a standardized format communicating the location of various destinations to the public. This project's goals are to assist current EV owners locate charging stations and to create public awareness of the county's charging infrastructure. There are currently 20 Level 2 charging stations available at parking facilities in Bethesda, Silver Spring and Wheaton.
MCDOT, which suspended late fees on parking tickets in March of 2020, to prevent undue hardship to customers during the COVID-19 health crisis, will resume collecting late fees starting Aug, 1. However, late fees for parking citations issued from Jan. 1, 2020 through June 30, 2021, will be waived provided that the tickets are paid by Aug, 1. On Tuesday June 15, the two parking sales stores located in Bethesda (Cheltenham Garage, No. 42) and Silver Spring (Town Square Garage, No. 61) will be resuming regular hours of operation, from 7:30 a.m.-4 p.m. Monday-Friday. These locations may be used to pay County parking citations, purchase monthly parking passes and other County issued parking permits .
Online and mail-in services continue to be available to serve the needs of our community and mobility customers who do not wish to or cannot visit the stores in person. Customers can pay a parking citation or buy a parking permit online.
The Montgomery County Department of Transportation's (MCDOT) Division of Parking Management is scheduled to begin its Spring washdown of all 21 County-owned parking garages in Silver Spring, Bethesda and Wheaton. The Montgomery County Department of Transportation (MCDOT) will resume rush hour ticketing on Colesville Road and Georgia Avenue on Thursday, April 1st. This decision was made as a result of communication between Montgomery County and Maryland State Highway Administration as it has been observed there has been a significant increase in traffic volume therefore impacting the free flow of traffic during these restricted hours.
On or about Thursday, April 1, 2021, the Planning Place Parking Lot (Lot 2) in Silver Spring will permanently close. Plentiful short- and long-term parking can be found at the adjacent Spring Cameron Garage (Garage 2). The lot is closing to accommodate redevelopment of the site into a mixed-use project including residential and retail uses.
On or about March 15, 2021, new bollards will be installed at and around pay stations in Garage 47 (Garage Entrance from Montgomery Ave). Duration of the project is scheduled for seven days. Mobilization will provide all safety measures as necessary to protect pay stations along with dust migration during demolition and construction. Traffic control will be provided by the contractor as needed daily for the project duration.
On or about March 17, 2021, Level 4 in Garage 13 will be temporarily closed for approximately 3 months. The temporary closure is necessary to facilitate waterproofing and concrete repair work.
On Thursday February 25, 2021, there is a planned outage at Garage 60 at 10 pm. The objective is to improve the grounding solution in the Garage. The outage will last for 3 hours. MCDOT night crew will place temporary barriers to prevent cars entering during this period of outage. However, cars can leave.
On or about Thursday, February 25, 2021, MCDOT will modernize the payment system in the Waverly Garage (Garage 47). The existing single space meters will be removed and replaced with centralized pay stations. The new payment system is pay by space which operates like single space meters where customers estimate their duration and prepay prior to leaving for their destination. Unlike single space meters, the pay stations accept credit cards. Mobile payment will continue to be offered in the garage as well. The hours of operations, rates, durations and PCS status will remain the same.

On or about Monday, Feb 1, 2021, enforcement and charging will be reinstated in Bonifant/Dixon Garage in Silver Spring (Garage 5/55), Auburn/Del Ray Garage (Garage 36) in Bethesda and Price-Fern Lot (Lot 17) in Wheaton. We will be notifying the public by updating our website, social media posts, and notices in garages.
Beginning on or about February 8, 2021, the Bonifant Street entrance and exit to the Bonifant-Dixon Garage (Garage 5) will close indefinitely due to upcoming Purple Line construction. The Dixon Avenue entrance and exit will remain open at all times.
On Friday, January 22, 2021, Garage 36 entrance will be temporarily blocked at 10 am for upto an hour for a concrete pour activity. A flag person will be on hand to manage traffic.
On-street parking meters or facilities do not require payment on Christmas and New Year's Day.
Construction update Dec 18, 2020 - Auburn-Del Ray Garage (Garage 36) in Bethesda is now open.
The Montgomery County Government and its facilities will operate on a normal schedule during the upcoming snow event. Regular parking enforcement, hours and rates remain in effect. In the event Montgomery County declares a snow emergency, parking will be restricted on-street along snow emergency routes and free parking will be made available at all off-street county-owned parking garages.

MCDOT Division of Parking Management has added additional “No Parking” zones. These zones are being added to facilitate curbside restaurants, retail and other uses. Currently, 47 temporary “Curbside Pickup” zones have been established in Pike and Rose area of North Bethesda, Silver Spring, Bethesda, and Wheaton.
The County Council adopted a parking rate increase in downtown Silver Spring as part of the FY21 budget process. Effective on or about Monday, November 2, MCDOT will modify the parking hourly rates of on-street meters, off-street lots and garages, and permits. In accordance with the Transportation Fees, Charges, and Fares resolution, the new rates will be instituted to optimize occupancy and meet the customer service goals and transportation trends within the Silver Spring Parking Lot District (PLD). The Division of Parking Management will place information signs notifying the parking public at affected lots and garages in advance of the planned change.

MCDOT Division of Parking Management will conduct electrical maintenance on the switchboards on Saturday, November 21 at Garage 58 in Silver Spring. During this time, there will be no power except emergency lights from 6 am to 12 pm. The elevators will be out of service between 11 am and 12 pm.
MCDOT has issued a Request for Development Proposals as it seeks creative, viable proposals from qualified teams for a development project at Public Parking Lots No. 25 and 44 in the Bethesda Parking Lot District.
Responses are due by 3 p.m. on Jan. 15, 2021. A pre-submission meeting will be hosted by MCDOT at 1 p.m. on Monday, Nov. 23. The deadline for questions is 3 p.m. on Friday, Dec. 4.

The Montgomery County Department of Transportation's Division of Parking Management will open to the public the Wheaton Market Place Garage (Garage 13) under the new county government office building (11219 Grandview Avenue) on Monday, October 12. Payment is required from 9:00am -6:00pm during weekdays and enforcement is underway.
A ceremony to commemorate the recently completed mural on the Woodmont - Rugby Garage (Garage 35) in Bethesda will be held the ceremony will be held during the week of Sep 28. Speakers will include representatives from the County, Bethesda Urban Partnership, MNCPPC and the artist, Megan Lewis. The transportation themed mural is a first for a public parking garage in Bethesda and adds splashes of color to the east and north facades of the facility.

MCDOT in partnership with the Bethesda Urban District invites you to a Listening Session on Public Parking Lot 25 and 44 Request for Development Proposal (RFDP) on August 19, 2020 at 7 pm. The session will include a brief presentation on the Request for Proposal Process and will provide us the opportunity to gather feedback and suggestions from the local business community and residents to inform recommendations prior to the release of the RFDP.
In a partnership between the Bethesda Arts & Entertainment District and the Montgomery County Department of Transportation (MCDOT), an artist has been selected to paint a mural on the exterior of the Woodmont-Rugby Garage (Garage 35). On or about August 10, 2020, the artist will begin installing the mural on the east and north facades of the garage. The installation process is expected to take two to four weeks. A first of its kind for a public parking garage in Bethesda, the colorful addition will be visible from Woodmont Avenue and Battery Lane.
Woodmont entrance/exit will open on July 16, 2020. The membrane installation is completed.
Bethesda entrance/exit will be closed from July 16, 2020 until July 24, 2020 for the reconstruction of the traffic bollards and signpost anchorages.
Beginning on or about July 13, 2020, county contractors will begin restoring Garage 11's facade on the Old Georgetown Road side. As a result, the Old Georgetown Road entrance and exit lanes will be closed for up to the first five days of construction to enable the building of scaffolding. During that time, access and egress will only be available on the Woodmont Avenue side. Once the scaffold is erected the Old Georgetown Road driveway will reopen to one-way traffic. The direction of traffic will be in-bound during the morning and out-bound during the evening. The one-way traffic status will remain in place until the facade restoration is completed in mid-September.
MCDOT Division of Parking Management has added additional “No Parking” zones. These zones are being added to facilitate curbside restaurants, retail and other uses. Currently, 42 temporary “Curbside Pickup” zones have been established in Pike and Rose area of North Bethesda, Silver Spring, Bethesda, and Wheaton.
MCDOT has launched its new “Shared Streets” program to support safe, physically distanced activity as the County enters Phase I of recovery from the COVID-19 health crisis. The initiative will involve looking for temporary ways to modify existing uses of County sidewalks, roads, on-street parking and parking lots to provide extra space residents and businesses could use to comply with Centers for Disease Control (CDC) spacing guidelines.

A contractor is working at Capital Crescent Garage (Garage 31) to remove and replace the trench drain system within the garage at gates and entrances. Currently the Bethesda Avenue entrance is close to facilitate the ongoing work as mentioned and customers are rerouted to enter and exit the facility from the Woodmont entrance. Work at Bethesda entrance is expected to be completed by June 5, 2020 or before. Hence, similar work will commence at the Woodmont entrance when the Bethesda entrance is reopened.

Effective Monday, May 18, 2020, MobileNOW!, ceased operations. MobileNow! will no longer be an option for parking payments at County-owned, on-street meters, parking garages or lots. Parkmobile remains available at all existing county-operated parking locations.

Beginning Monday, May 11, 2020, an underground drain line beneath the Cheltenham entrance of Garage 42 will be repaired. The duration of the work will be between three to five days. Only one lane will be closed during work hours (7:30 am – 3:30 pm). During non-work hours both lanes will be open. No other garage functions will be impacted
Beginning on or about May 11, 2020, the Bonifant Street entrance and exit to the Bonifant-Dixon Garage (Garage 5) will be closed for approximately 18 months due to ongoing Purple Line construction. The Dixon Avenue entrance and exit will remain open at all times.
Approximately 80 spaces of the Bonifant - Dixon Garage (Garage 5) on Levels 1 and 2 will be closed for six weeks. The partial closure is needed for contractors to perform traffic membrane maintenance work. The spaces are expected to reopen in mid- to late-May.
Effective Monday, April 6th, Parking Permit Sales Stores at 801 Ellsworth Drive, Silver Spring, MD and 4720 Cheltenham Drive, Bethesda, MD will have the following hours of operation; 7:30 am to 4:00 pm Tuesdays and Fridays. Over-the-Counter sales of permits, payment of citations, and all other services may take place on these days.
MCDOT, in an effort to support restaurants that will depend on carryout orders, curbside pickup and deliveries during the COVID-19 emergency—and to also help the residents that will be using those services—last week announced that it has established “No Parking” zones in Parking Lot District areas with high concentrations of restaurants. Those zones will prevent long-term parking in spots in front of the establishment while allowing temporary “standing parking” of 15 minutes or less.
Beginning on or about Thursday, April 2nd, one exit lane of Garage 7 (Cameron - Second Street Garage) on the Cameron Street side will be closed for necessary plumbing repair activity. The other exit lane will remain open at all times. The project is expected to be completed within two weeks.

MCDOT will continue to enforce most parking rules and regulations during the COVID-19 health crisis, with some exceptions. Residents should follow normal legal practices when parking. Restricted area parking violations, disabled parking violations and safety-related violations will be strictly enforced to prioritize public safety.
One modification is parking meter enforcement that has been relaxed in areas where businesses remain open for quick pickups—such as restaurants, pharmacies and food stores.
MCDOT Division of Parking Management recently upgraded the payment infrastructure in four lots enabling the meters to accept credit cards. The lots with new smart meters include Lot 8 (St. Elmo Avenue Lot) and Lot 28 (Cordell Avenue Lot) in Bethesda plus Lot 18 (Gist & Philadelphia Lot) and Lot 38 (Bonifant Street Lot) in Silver Spring. In addition to credit cards, the meters will continue to accept coins and mobile payment.

On or about April 2020, Montgomery County Department of Transportation (MCDOT) will begin modernizing the parking payment system in Waverly Garage (Garage 47) in Bethesda.
The current single space meters will be removed and replaced with centralized pay stations. The new parking system uses Pay by Space and operates like a single space meter where the customer estimates their time and prepays prior to leaving for their destination.
The Garage 47 project will commence beginning of March 2020. The project duration is 2 years. This project consists of replacing the entire garage concrete decks in all 4 elevated levels of the garage, replacing plumbing and electrical/lighting systems in the garage. This work will be done in phases to enable parking in sections of the garage.
Approximately 60 long-term parking spaces will be converted to 2-hour in the Capital Crescent Parking Garage (Garage 31) on or about January 31, 2020. The short-term parking will be located on Level G1 on the first ramp as you enter the facility.
Spring - Colesville Garage (Garage 21) is a four level, 583 public parking garage that was built in 1967. In 2010 the garage was slated for a major restoration project. Considerable capital was needed for the renovation, repair and reconstruction of the facility. Given the large capital cost and findings from the 2010 Silver Spring Parking Demand Study noted a system wide public parking surplus. Based on the study it was determined to not proceed with the renovations and pursue redevelopment of the property. An additional Silver Spring Garage 21 Impact Study was done in 2011 and it confirmed that the permanent closure of Garage 21 would not result in a deficit of parking in the surrounding area. In 2012 Montgomery County Department of Transportation proceeded with the sale of Garage 21 to a private developer. The property will be redeveloped into a mixed-use development with office and retail.

Montgomery County Department of Transportation (MCDOT), Division of Parking Management conducted a Parking Customer Service Survey within the Silver Spring, Bethesda, Wheaton and Montgomery Hills (PLD's).
The surveys were preformed to gauge the current performance of the public parking system from customers' perspective.
On or about December 14 into December 15, 2015, Division of Parking Management will temporarily close Phase 1 of Lot 13 from 8 PM to 6 AM All of Phase 2 will be open to the public at that time. On or about December 15 into December 16, 2015, Phase 2 of Lot 13 will temporarily close from 8 PM to 6 AM All of Phase 1 will be open to the public at that time.

Montgomery County Department of Transportation (MCDOT) will update the community on November 3 at 6:30 PM on the progress of the design for the Maryland National Capital Park & Planning Commission building and the public town square to be located on Parking Lot 13 in Wheaton, MD.
Beginning the week of November 2, Montgomery County Department of Transportation (MCDOT) Division of Parking Management will begin replacing more than 1,100 on-street parking meters in Silver Spring with new "smart" parking meter heads that expand payment options. The smart meters accept Visa, MasterCard, American Express and Discover credit cards in addition to coins or pay-by-cell phone. The changeover is expected to take about two weeks, weather permitting. Last year, MCDOT switched Bethesda’s on-street meters.
MCDOT expects to eventually replace all on-street meters in the County’s other two parking districts in Wheaton and Montgomery Hills. MCDOT is also assessing the best options for upgrading meters in lots and parking garages.
Division of Parking Management now offers a new parking alternative for electric vehicles (EV) in downtown Bethesda, Silver Spring and Wheaton.
Additional charging stations have since been installed in Garages 11 and 47 in Bethesda; Garages 7 and 9 in Silver Spring; and Garage 45 in Wheaton. Current plans call for more charging stations furnished in county garages in the coming months.
Parking rates will increase in Silver Spring effective October 13, 2015.

At the Capital Crescent Garage (Garage 31), Montgomery County Executive Ike Leggett unveiled three new electric vehicle (EV) charging stations with the capacity to charge six vehicles. Montgomery County Department of Transportation (MCDOT) Division of Parking Management will begin charging for parking in the 960-space Capital Crescent Garage beginning at 7 AM on Monday, March 2. The garage is located at the intersection of Woodmont and Bethesda avenues. Parking has been free since the garage opened on January 20 to give parkers time to become acquainted with the new garage. The new Garage 31, Capital Crescent Garage is located at the intersection of Woodmont and Bethesda avenues on two former surface parking lots, is part of a public-private, mixed use development that added 250 residential units, ground level retail, and more than tripled the number of public parking spaces available on the site. Beginning on or about April 1, 2012, two surface parking lots in Bethesda (known as Lots 31 and 31A), located at the intersection of Woodmont and Bethesda avenues, will close for about 30 months for the construction of a public-private partnership project that will more than triple the number of public parking spaces available on the site. One to two months after the project begins, Woodmont Avenue between Bethesda Avenue and Leland Street will also close for about 20 months.
